That's the same canned response I've had with previous Ubi games where there have been problems with codes and I doubt it would work because it doesn't seem to appreciate the problem fully.
Frankly, Ubi Support are really difficult to deal with as far as codes go because they seem to both/either really not understand how so much about codes actually work and are stuck with a really restrictive script that doesn't seem fit for purpose. (At least in every single one of my experiences where there's a code problem that's on their end and not mine.)
Also I'm having the same problem; bought the physical PS4/5 code-in-box version, got an e-mail with the Twilight code, gave an error, redeemed later in the day but I've not received an e-mail with the actual code to redeem on the PS Store. (Unless this is one of the Ubi codes where it works based on your account being linked and so you get no PS Store code but their wording suggests otherwise.)

Unfortunately like I say, so far I'm not getting very far. So far my very rough working is as per the attached images though in case you're curious.
Since I took these pictures I found that the broken loop at the top of my Morse list may actually be an "S" and so I started working on that basis. Also I did think that the part I labelled "Spine 2"may be a fractionated Morse cipher but running it through a couple of possibilities only at best gave me, "ET4M SZ4D4DS,UII TIUT IIIII Z4M SOMEOEOET NT" so either I have more work to do, I've got an original Morse->English translation wrong or I'm looking in the wrong direction.

I finally get a code and despite selecting PS5 (and the e-mail with the code even confirming this) the code is only valid for the PS4 version.
This is actually the same problem I ran into with either Watch Dogs Legion or Immortals: Fenyx Rising; I needed a PS5 code but only got the PS4 version and Ubi support simply could not understand the very basic fact that PS4 content is not compatible with the PS5 base game and so ended up just leading me in circles because they couldn't understand that.
Basically here's how codes work because somebody really needs to update the Ubisoft support manual:
PS4 - Only grants PS4 content and will only work with PS4 version.
PS5 - Only grants PS5 content and will only work with PS5 version.
PS4/PS5 - Generally referred to as "cross-buy", when the code is redeemed you gain access to both PS4 and PS5 versions and have the option to download the one that is compatible with the version of the game you are playing.
Generally, unless specifically listed as "PS4/PS5", each generational version of a game on PlayStation consoles is treated by the system as totally separate from one another and they cannot share content downloaded for the other version.
(There is potentially some convoluted way to get the content but you'd have to get it on your PS4 save in the PS4 version then transfer that to PS5 and hope the items are still there. People were doing that in Immortals when Ubisoft made that the preorder content code locked to one PS platform.)
It was hinted at on Reddit that it's all to decode the newly created Isu language.
So far I found the text on the back of the art cards, on the CD, front of the cardboard box, bottom of the cardboard box, in the Steelbook at the disc section and on the bottom of the Steelbook case.
There's also a part in the Steelbook with some of the symbols and Morse code below them.
I don't know if it would even be connected but on the back of the CD cover there are also three references to chemicals, Silicon Dioxide (top left), Magnesium Oxide (top right) and Iron Oxide (middle bit with wings(?))
I've converted the Morse into letters, written it all out and tried a couple of ciphers but I'm not getting too far with it at the moment unless I'm missing something obvious.
I don't know if it's relevant to Ubisoft possibly fixing it somehow or an Amazon glitch but Amazon just out of nowhere e-mailed me a second code for the Twilight Pack.
In my experience Amazon have only sent me pre-order codes on the day of release and not so much later so it is a bit strange.
(Also still no e-mail from Ubisoft with a PSN code.)

My second code won't work as apparently I "Already own this content" despite me only having the PS4 version and thus I can't redeem it to get the PS5 version too.
I'm incredibly disappointed at this now that through no fault of my own I still can't access the content which I should have because I supported it by buying it on day one and then on top of this Ubisoft messed up by seemingly not understanding the complications of the PSN code system and sending a PS4 code which looks like it may now have locked me out of this content.

Another here that has the same e-mail with no code as others which states, "Hello, Thank you for redeeming your code for The Twilight Pack on PS5. It is now available to you in-game."
I can't immediately check if it's in my game as I'm at work but just since you asked if anyone else was in the same position I thought I'd send a quick reply too.
