  Unable to mark Order target Hunta, son of Hunta bug glitch gameplay

  For some reason I am unable to mark my next Order target - Hunta, Son of Hunta
  I have sat for a long time in the market where he is supposed to frequent and he never seems to come, has this NPC not spawned properly for some reason?
  Is there anyway I can fix this or is it a bug? I am on a PC
